Technical Competence Arrangements: SCOTLAND
The Waste Management Licensing Regulations ( Scotland) 2003 remain in force with no change in the Technical Competence requirements as a result of the regulatory changes that took place in England and Wales on 6 April 2008 with the enactment of the Environmental Permitting Regulations (2007).
In Scotland, the Certificate of Technical Competence (COTC) remains the primary means for managers of appropriate Waste Management facilities to demonstrate their Technical Competence in accordance with the Waste Management Licensing Regulations ( Scotland) 2003.
